PageRank is a system used by Google to measure the importance that Google places on a particular page. Their statement is that the higher the PageRank, the higher a website will rank in their search engine. While we know websites with lower PageRank than another can rank higher, PageRank does give us some feedback on how Google values the website.
The PageRank scale is from 0 to 10 with 10 being the highest. There are only a few sites with PageRank 10 as most sites fall in the lower numbers of PageRank.
If you want to boost your PageRank, you need to have high PageRank links pointing to your site. Getting PageRank links means that you have to seek out websites that have a specific PageRank to them and get your link placed on those sites.
